A good report should be as brief, logical and free from jargon as possible.
Even people with only a minute or two to skim through it should be able to identify and understand its main points. Often you can produce excellent reports like this in-house; but occasionally there are benefits in asking an outsider to examine a subject impartially and to whatever degree of thoroughness you require.
An outsider might be able to compile a report more quickly, or maybe the simple fact that they will see things from a different perspective, and with a fresh pair of eyes, will be valuable.
